G. Patrick Gallagher G. Patrick Gallagher has been president of The Gallagher-Westfall Group of Pennsylvania, one of the premier police risk and liability management firms in the country for nearly three decades. He is a nationally recognized expert in police litigation  having been involved in over one hundred and twenty cases focusing on all levels of uses of force (60%) and pursuit and emergency operations of police vehicles (30%) in addition to a spectrum of other critically important issues.

Alongside of the expert witness services provided to clients, as a risk and litigation consultant to insurance pools, risk management organizations, insurance companies, individual law enforcement agencies, and professional organizations, he has conducted hundreds of training sessions for law enforcement executives, supervisors, risk managers and public officials focusing on risk and liability management as well as the high risk/critical tasks that generate so much liability.


Furthermore he has developed unique, proactive programs to provide a comprehensive range of services by policy and procedure reviews, liability assessments, and management reviews and agency audits.

Prior to the establishment of The Gallagher-Westfall Group in 1992, Gallagher founded the Institute for Liability Management in 1984, after having been appointed by the Governor of the state of Florida as a Director with the Florida Department of Law Enforcement as well as Director of the Commission on Criminal Justice Standards and Training to administer the certification for all police officers and corrections personnel; for the development of all basic, supervisory, in-service, and executive levels of training; for the certification and development of standards for all training centers and all instructors; and when necessary, the decertification of officers.

Gallagher's appointment in Florida followed his position as Director of the Police Executive Institute with the Washington-based Police Foundation, providing top level law enforcement personnel of the country's largest agencies with a series of executive development courses covering critical topics in police operations and management. His earlier experience was as the Director of Public Safety over police and fire services for the city of South Bend, IN.

His publications include Risk Management Behind the Blue Curtain: A Primer on Law Enforcement Liability and his most recent book, Successful Police Risk Management. He has authored numerous articles on police management and liability, has contributed chapters on liability to various books, and has also co-authored a book on comparative policing Behind the Uniform published in the United Kingdom and the U.S. He has been a columnist for the British Police Review and has had a syndicated column on police liability. He has been a member of the International Association of Chiefs of Police (IACP), the Police Executive Research Forum (PERF), the American Society of Law Enforcement Trainers (ASLET), the Public Risk Management Association (PRIMA), and the National Internal Affairs Investigator's Association (NIAIA). Gallagher received his BA from Marist College, his MA from New York University, and completed his Ph.D. course work at Purdue University.
