Close communication and discussion with the local authorities allow for a focus on any prominent problems, while the administration of a Law Enforcement Risk Assessment (LERA), an organizational climate survey, and a comprehensive review of relevant materials, policies, and reports prepares for the arrival of the study team of experts. The on-site period is characterized by interviews with a majority of department personnel, administration of leadership and workstyle profiles and then scrutiny of every aspect of the department's operations, training, and management functions.

Manpower allocations, shift schedules, and departmental organization will also come under review. During the site visit, communication and documentation systems are reviewed and every effort is made to assess the status of the organization before the production of a written report. Usually some form of training/technical assistance is included in conjunction with, or following the presentation of the management study report.
